The Joint Electoral Management Body and its functional arm, the Joint Electoral Management Body secretariat, made every effort to hold all elections required by the Constitution according to the June deadline. This proved impossible owing to a number of constraining factors, including delays in adopting the legislation required and in delineating formal district boundaries
