وفيما يتعلق بحرية تكوين الجمعيات، أشار اتحاد هلسينكي الأوكراني لحقوق الإنسان إلى أن التشريع الحالي المتعلق بالرابطات، والذي أُقرّ أساساً في مطلع التسعينات، قد فشل في تلبية الاحتياجات الراهنة للمجتمع المدني.

With respect to freedom of association, UHHRU pointed out that current legislation on associations, passed mainly at the beginning of the 1990s, has failed to meet current needs of civil society.

En cuanto a la libertad de asociación, la UDHHU señaló que la legislación vigente en materia de asociaciones, promulgada principalmente a principios del decenio de 1990, no satisfacía las actuales necesidades de la sociedad civil.
