On 9 February 1999, 23 members of an international medical team, all Bulgarian nationals, working in different hospitals in Benghazi, including the Al-Fateh children’s hospital, were arrested by the Libyan police without being informed of the grounds for their arrest or of the nature of the investigation. Witnesses described the arrests as more akin to kidnappings.

Le 9 février 1999, vingt-trois membres d’une équipe médicale internationale, tous ressortissants bulgares, travaillant dans différents hôpitaux de Benghazi, dont l’hôpital pédiatrique al-Fateh, ont été arrêtés par la police libyenne sans qu’on les informe du motif de leur arrestation ni de la nature de l’enquête en cours.
