استنادا إلى أن ديباجة المعاهدة تشير إلى وجوب أن تُزال من الترسانات الوطنية الأسلحة النووية ووسائل إيصالها، فإن مسألة انتشار الأسلحة النووية ينبغي معالجتها بالاقتران مع مسألة انتشار وسائل إيصالها.
