Folglich müssen wir sowohl gegen die tiefer als auch gegen die näher liegenden Ursachen vorgehen und dürfen nie aus den Augen verlieren, dass der Terrorismus unter keinen Umständen hinnehmbar oder zu rechtfertigen ist und dass nicht die (tatsächlichen oder potenziellen) Opfer die Verbrechen der Gewalttäter verstehen und rechtfertigen müssen.

That is the challenge we are facing: to be able to understand reality exactly as it is, rather than as we fear it or would like it to be; and consequently to act on both its distant and its proximate causes, while never forgetting that terrorism cannot be accepted or justified in any circumstances. And that it is not the victims (whether actual or potential) who must understand and justify the crimes of the aggressors.
