Leighton Andrews : Minister , is it not the case that , sadly , but objectively , the garden is failing as a visitor attraction ? Will you make it clear that there will not be a blank cheque to bail out the garden ? Do you agree that the trustees must take responsibility for the current situation , and will you give further assurances that no additional public funding will be given , other than the rescue funding already offered , without a commitment to a fundamental restructuring of the garden's organisation ?
