وجدير بالذكر أن مبدأ تقرير المصير، المكرس في الفقرة 2 من القرار 1514 (د - 15)، يقيده مبدأ السلامة الإقليمية الذي يسود عليه، لأن الفقرة 6 من القرار المذكور أعلاه تورد ما نصه: ”كل محاولة تستهدف التقويض الجزئي أو الكلي للوحدة القومية والسلامة الإقليمية لأي بلد، تكون متنافية ومقاصد ميثاق الأمم المتحدة ومبادئه“.

It should be recalled that the principle of self-determination, enshrined in paragraph 2 of resolution 1514 (XV), is limited by the principle of territorial integrity, which prevails over the former, since paragraph 6 of the above-mentioned resolution says: “Any attempt aimed at the partial or total disruption of the national unity and the territorial integrity of a country is incompatible with the purposes and principles of the Charter of the United Nations”.

Cabe recordar que el principio de autodeterminación, consagrado en el párrafo segundo de la resolución 1514 (XV), está limitado por el principio de integridad territorial que prevalece sobre el mismo, por cuanto el párrafo sexto de la citada resolución dice: “todo intento encaminado a quebrantar total o parcialmente la unidad nacional y la integridad territorial de un país es incompatible con los propósitos y principios de la Carta de las Naciones Unidas”.

Il convient de rappeler que le principe de la libre détermination, consacré au paragraphe 2 de la résolution 1514 (XV), est restreint par celui de l’intégrité territoriale, qui prévaut sur le précédent, le paragraphe 6 de ladite résolution stipulant que « toute tentative visant à détruire partiellement ou totalement l’unité nationale et l’intégrité territoriale d’un pays est incompatible avec les buts et les principes de la Charte des Nations Unies ».

Следует напомнить о том, что принцип самоопределения, закрепленный в пункте 2 резолюции 1514 (XV), ограничивается принципом территориальной целостности, который имеет преимущественное значение, поскольку пункт 6 упомянутой резолюции гласит: «Всякая попытка, направленная на то, чтобы частично или полностью разрушить национальное единство и территориальную целостность страны, несовместима с целями и принципами Устава Организации Объединенных Наций».

应当回顾,第1514(XV)号决议所阐述的自决原则应受领土完整原则的限制,即领土完整优先于自决,因为上述决议第6段称:“凡以局部破坏或全部破坏国家统一及领土完整为目的之企图,均与《联合国宪章》之宗旨及原则不相容。”
