وفي حالة قيام المنشآت غير الربحية بنقل ملكية تراخيص أو أرصدة إطلاق الانبعاثات، تنطبق الفقرة 6 من المادة 13، إلا في حال انطباق الفقرة 1 منها.

In the case that non-profit establishments would alienate emission permits or credits, paragraph 6 of article 13 would apply, unless paragraph 1 of that article would be applicable.
