Hazelle, referring to customary practices, observed that Nepal had legislation prohibiting child marriages and polygamy, serious violations discussed in the Committee’s general recommendation No. 21; and yet the laws were ineffective in part because of the disproportionately light penalties imposed, which, in effect, indirectly sanctioned such practices.
