وأثناء القراءة الثانية لمشروع النص، في الدورة الرابعة للجنة المخصصة، اقترحت المكسيك حذف هذا التعريف لأن التعبير لم يعد يظهر في مشروع الاتفاقية نتيجة لإعادة صياغة المادتين 13 و43.

During the second reading of the draft text, at the fourth session of the Ad Hoc Committee, Mexico proposed the deletion of this definition, because the expression no longer appears in the draft convention as a result of the reformulation of articles 13 and 43.
