The Special Representative shall ensure, among other things, complete freedom of speech and assembly, and of the press, as well as freedom of movement for personnel and property into, out of and within the Territory, thus creating a climate of public tranquillity within which the election of the Western Sahara Authority, free of all constraints, intimidation and harassment, can be organized and conducted by the United Nations, as provided for in paragraph # of the Secretary-General's report
