يشير إلى أن الفقرة 1(ز) من المقرر 123 توعز للأمين التنفيذي بأن يتولى، نيابة عن حكومة دولة الكويت، وعملاً بتفويض السلطة الذي لا رجوع فيه والمرفق بالمقرر 123، صرف تلك الأجزاء من مبالغ التعويضات المستحقة لأصحاب المطالبات من الفئة "جيم" و/أو "دال" للحكومات والكيانات الأخرى المقدمة للمطالبات، بالصورة التي تحددها اللجان الثنائية بمقتضى المبادئ التوجيهية، وذلك على النحو التالي(2):

Recalls that paragraph 1 (g) of decision 123 directs the Executive Secretary to make payments on behalf of the Government of the State of Kuwait, pursuant to the irrevocable delegation of authority annexed to decision 123, to the Governments and other submitting entities of the portions of awards of compensation to which category “C” and/or “D” claimants are entitled, as determined by the bilateral committees under the guidelines, as follows: 2

Recuerda que en el apartado g) del párrafo 1 de la decisión 123 se encomienda al Secretario Ejecutivo que, teniendo en cuenta la delegación irrevocable de autoridad por parte de Kuwait que figura como anexo en la decisión 123, haga efectivo en nombre del Gobierno del Estado de Kuwait a los gobiernos y a otras entidades que hayan solicitado indemnización el pago de las porciones de indemnización a que tengan derecho los reclamantes de las categorías "C" o "D", según lo dispuesto por los comités bilaterales con arreglo a las directrices, de la manera siguiente
