(1) In außergewöhnlichen Bedarfsfällen können die zuständigen Behörden, wenn nach ihrer Auffassung dadurch Personen, Sachwerte und die Umwelt nicht gefährdet werden, eine Ausnahmegenehmigung erteilen, die es einem bestimmten Seemann gestattet, auf einem bestimmten Schiff während einer bestimmten Zeit, höchstens aber sechs Monate, Aufgaben wahrzunehmen, für die er kein entsprechendes Befähigungszeugnis besitzt, sofern die zuständigen Behörden überzeugt sind, dass er ausreichend befähigt ist, um den freien Posten sicher wahrzunehmen; diese Genehmigung wird für den Posten eines Funkers nur nach den einschlägigen Bestimmungen der Vollzugsordnung für den Funkdienst erteilt.

1. In circumstances of exceptional necessity, competent authorities may, if in their opinion this does not cause danger to persons, property or the environment, issue a dispensation permitting a specified seafarer to serve in a specified ship for a specified period not exceeding six months in a capacity, other than that of the radio operator, except as provided by the relevant Radio Regulations, for which he or she does not hold the appropriate certificate, provided that the person to whom the dispensation is issued shall be adequately qualified to fill the vacant post in a safe manner to the satisfaction of the competent authorities.

(1) Különleges szükséghelyzetekben az illetékes hatóságoknak jogukban áll, amennyiben ez megítélésük szerint a személyekre, tulajdonra vagy a környezetre nem jelent veszélyt, hat hónapot nem meghaladó, meghatározott időszakra vonatkozó felmentést adni valamely kijelölt hajón dolgozó meghatározott tengerésznek a rádiókezelőén kívüli beosztás tekintetében – a Rádiószabályzatban előírt eseteket kivéve –, amely beosztásra vonatkozóan a személy nem rendelkezik megfelelő bizonyítvánnyal, feltéve hogy az a személy, akinek részére a felmentést kiadják, megfelelően képzett ahhoz, hogy a megüresedett beosztást biztonságosan és az illetékes hatóságok megelégedésére töltse be.

(1) În condiții excepționale, autoritățile competente pot, dacă în opinia lor acest lucru nu pune în pericol persoanele, bunurile sau mediul înconjurător, să emită o dispensă care să permită unui anumit navigator să lucreze pe o anumită navă pe durata unei perioade specificate de cel mult șase luni într-un post, altul decât cel de radiooperator de bord, cu excepția cazurilor prevăzute în regulamentele radiocomunicațiilor, post pentru care nu deține un certificat corespunzător, cu condiția ca acea persoană pentru care este emisă dispensa să fie calificată în mod adecvat pentru a putea să ocupe postul vacant în condiții de siguranță acceptabile pentru autoritățile competente.
