أما فيما يتعلق بالمسألة التي أثارها ممثل الصين عما إذا كان الجمع بين استراتيجية الإنجاز والإحالة المبكرة من شأنه أن يؤدي إلى إتمام القضايا في المواعيد المستهدفة، فالعملية القضائية لا يسهل التنبؤ بها مسبقاً، كما قال الرئيس.
