ب) أن "الإعانات" المالية التي تقدمها الدولة للمساعدة في رعاية الأطفال في ظروف معينة، من ذلك مثلاً في حالة انخفاض الدخل الأسري، لا تقدم إلى الأطفال أنفسهم إنما تقدم بالأحرى إلى الأمهات، بصرف النظر عما إذا كن يقمن برعاية أطفالهن؛
