أن هذه الاستراتيجيات المتعلقة بمراقبة المحاصيل ينبغي أن تتوافق على نحو تام مع المادة 14 من اتفاقية الأمم المتحدة لمكافحة الاتجار غير المشروع بالمخدرات والمؤثرات العقلية لعام 1988(12) وأن تنسَّق وتنفَّذ على مراحل بشكل مناسب وفقاً للسياسات الوطنية بهدف القضاء بصورة مستدامة على المحاصيل غير المشروعة، في الوقت الذي تلاحظ فيه كذلك ضرورة أن تلتزم الدول الأعضاء بزيادة الاستثمار الطويل الأجل في هذه الاستراتيجيات وتنسيقها مع تدابير التنمية الأخرى بهدف الإسهام في استدامة التنمية الاجتماعية والاقتصادية والقضاء على الفقر في المناطق الريفية المتضررة، مع المراعاة الواجبة للاستخدامات التقليدية المشروعة للمحاصيل عندما يتوفر دليل على هذا الاستخدام في السابق وإيلاء الاعتبار الواجب لحماية البيئة؛

Such crop control strategies should be in full conformity with article 14 of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 198812 and appropriately coordinated and phased in accordance with national policies in order to achieve the sustainable eradication of illicit crops, noting furthermore the need for Member States to undertake to increase long-term investment in such strategies, coordinated with other development measures, in order to contribute to the sustainability of social and economic development and poverty eradication in affected rural areas, taking due account of the traditional licit uses of crops where there is historical evidence of such use and giving due consideration to the protection of the environment;

Ces stratégies de contrôle des cultures devraient être pleinement conformes à l’article 14 de la Convention des Nations Unies contre le trafic illicite de stupéfiants et de substances psychotropes de 198812, bien coordonnées et échelonnées suivant les politiques menées au niveau national pour aboutir à l’éradication durable des cultures illicites, étant noté en outre que les États Membres doivent s’engager à accroître les investissements à long terme dans ces stratégies, en coordination avec d’autres mesures de développement, afin de contribuer à la pérennité du développement social et économique et à l’élimination de la pauvreté dans les zones rurales touchées, en tenant dûment compte des utilisations licites traditionnelles des cultures, là où elles sont attestées par l’histoire, ainsi que de la protection de l’environnement;

这类作物管制战略应完全符合1988年《联合国禁止非法贩运麻醉药品和精神药物公约》12 第14条的规定,并按照国家政策进行适当协调和分阶段实施,以实现可持续地根除非法作物,此外还指出会员国需要承诺在与其他发展措施相协调的情况下,增加对这些战略的长期投资,以促进社会经济发展的可持续性和受影响农村地区的消除贫穷工作,同时在有历史证据显示曾合法使用过有关作物的地方,适当考虑到此类作物的传统合法用途,并适当考虑到环境保护;
