تنص المادة 3(ب) من الاتفاقية على المبدأ القاضي بتوجيه نداء من أجل التضامن والتشارك الدولي لتحسين التعاون والتنسيق على الصعيد الإقليمي والدولي واستخدام أفضل للموارد المالية والبشرية والتقنية والتنظيمية.

Article 3 (b) of the Convention sets out the principle whereby a call is made for solidarity and international joint participation for improved subregional, regional and international cooperation and coordination and for better use of financial, human, technical and organizational resources.

El Artículo 3 b) de la Convención establece el principio por el cual se exhorta a la solidaridad y coparticipación internacional para una mejor cooperación y coordinación subregional, regional e internacional y para un mejor uso de los recursos financieros, humanos, técnicos y organizacionales.
