سلمت الجمعية العامة في دورتها الاستثنائية العشرين، بأن غسل كميات كبيرة من الأموال المتأتية من الاتجار بالمخدرات وغير ذلك من الجرائم الخطيرة، يشكل تهديدا عالميا لنـزاهة النظم المالية والتجارية وموثوقيتها واستقرارها، بل يشكل تهديدا لكيان الحكومة

The General Assembly, at its twentieth special session, recognized that the laundering of large sums of money derived from drug trafficking and other serious crime constitutes a global threat to the integrity, reliability and stability of financial and trade systems and even to the structure of government, and that countermeasures by the international community are required in order to deny safe havens to criminals
