ولا ينبغي أن يخضع تنظيم احتجاج للحصول على إذن مسبق من السلطات الإدارية للدولة وإنما على الأكثر لإجراء الإخطار المسبق حتى يتسنى لسلطات الدولة تيسير ممارسة الحق في حرية التجمع السلمي واتخاذ التدابير المناسبة لحماية السلامة العامة والنظام العام وحقوق وحريات المحتجين وغيرهم من الأفراد المتضررين بالاحتجاجات.

The organization of a protest should not be subject to prior authorization from the administrative authorities of the State, but at the most to a prior notification procedure, the rationale of which is to allow State authorities to facilitate the exercise of the right to freedom of peaceful assembly and to take appropriate measures to protect public safety and order and the rights and freedoms of protesters and other individuals affected by the protests.

La organización de una protesta no debería estar sujeta a una autorización previa de las autoridades administrativas del Estado, sino, como máximo, a un procedimiento de notificación previa que tenga por objeto que las autoridades estatales puedan facilitar el ejercicio del derecho a la libertad de reunión pacífica y adoptar las medidas necesarias para proteger la seguridad y el orden públicos y los derechos y las libertades de los manifestantes y otras personas afectadas por las protestas.

Организация протеста не должна подлежать предварительному разрешению со стороны административных органов государства. Как максимум необходима процедура предварительного уведомления, позволяющая государственным органам власти содействовать осуществлению права на свободу мирных собраний и принимать надлежащие меры для защиты общественной безопасности, общественного порядка, прав и свобод протестующих и других частных лиц, затронутых протестами.
