However, such an agreement would need to be adopted by all of the Parties, and therefore an ordinary decision or resolution of the Parties, which according to the rules of procedure could be adopted by three quarters of the Parties present and voting, would not be sufficient, as it would not necessarily be an agreement of all the Parties.
