ووافقـت الهيئة التشريعية على الاقتـراض من سوق السندات، ولكن وزير العدل، دوغـلاس مويـلان، اعترض على هذا القرار ودفع مكتبـه بأن الاقتـراض ينتهك حدود الديون القانونية لغـوام.

The Legislature approved the bond borrowing, but this decision was challenged by the Attorney General, Douglas Moylan, whose office argued that the borrowing violated Guam’s legal debt limit.
