وتُشجع اللجنة الدولة الطرف على النظر في إنشاء مؤسسة وطنية مستقلة لحقوق الإنسان، إمَّا كجزء من المرصد أو مكتب أمين المظالم القائمين، أو ككيان مستقل - وفقًا لمبادئ باريس ومع الأخذ بعين الاعتبار تعليق اللجنة العام رقم 2 بشأن المؤسسات الوطنية لحقوق الإنسان بغية رصد وتقييم التقدم المحرز في تنفيذ الاتفاقية على الصعيد الوطني وعلى الصعيد المحلي.

The Committee encourages the State party to consider the establishment of an independent national human rights institution, either as a part of the existing Observatory or Ombudsman’s Office or as a separate body, in accordance with the Paris Principles and taking into account the Committee’s general comment No. 2 on national human rights institutions, to monitor and evaluate progress in the implementation of the Convention at the national and local levels.

El Comité alienta al Estado Parte a que estudie la posibilidad de establecer una institución nacional de derechos humanos independiente, bien como parte del Observatorio o de la Oficina del Ombudsman existentes, bien como órgano distinto, de conformidad con los principios de París y teniendo en cuenta la Observación general No 2 del Comité sobre instituciones nacionales de derechos humanos, a fin de vigilar y evaluar los progresos logrados en la aplicación de la Convención a nivel nacional y local.

Комитет рекомендует государству-участнику создать независимое национальное учреждение по правам человека либо при существующей обсерватории или управлении омбудсмена, либо в качестве отдельного органа в соответствии с Парижскими принципами и с учетом Замечания общего порядка No 2 Комитета, касающегося национальных учреждений по правам человека для контроля и оценки прогресса в осуществлении Конвенции на национальном и местном уровнях.
