وقد وجهت اللجنة الوطنية لحقوق الإنسان توصية تتعلق بالحالة إلى حاكم ولاية تاماوليباس، في 6 تشرين الثاني/نوفمبر 1996، تطلب فيها اتخاذ تدابير شتى لتحسين الأوضاع في المركز المذكور أعلاه والتحقيق في تصرفات الحارس الذي أطلق النيران على خيسوس كاستيليو لوبيس وأصابه بجروح.

The National Human Rights Commission had addressed a recommendation concerning the case to the Governor of the State of Tamaulipas on 6 November 1996, requesting that various measures should be taken to improve conditions at the above‐mentioned Centre and to investigate the actions of the warder who shot and injured Jesús Castillo Lopez.

La Comisión Nacional de Derechos Humanos había emitido recomendación sobre el caso, el 6 de noviembre de 1996, dirigida al Gobernador del Estado de Tamaulipas, solicitando distintas acciones para mejorar las condiciones del centro mencionado y para que se investigase la actuación del custodio que disparó y lesionó a Jesús Castillo López.

La Commission nationale des droits de l'homme avait adressé, le 6 novembre 1996 une recommandation sur cette affaire au Gouverneur de l'État de Tamaulipas, dans laquelle elle demandait que diverses mesures soient prises afin d'améliorer la situation du Centre en question, et qu'une enquête soit ouverte sur le comportement du surveillant qui avait blessé d'un coup de feu Jesús Castillo López.

По этому делу Национальная комиссия по правам человека 6 ноября 1996 года приняла рекомендацию, направленную губернатору штата Тамаулипас, предложив ему принять ряд мер по улучшению условий содержания в указанном учреждении и провести расследование действий работника охраны, стрелявшего в Хесуса Кастильо Лопеса и ранившего его.
