ويستعان بهذه الخطة للحد من حجم المصيد من أنواع محددة من سمك التونة المستهدف وزيادة معدل الإيرادات المتأتية من أنشطة الصيد، وذلك بفرض رسوم على البلدان التي تمارس الصيد في المياه البعيدة لقاء السماح لها بالدخول إلى المنطقة.
