Four draft constitutions existed: one belonging to the National Liberal Party, written with contributions from Ion I. C. Brătianu; one composed by R. Boilă at Cluj, under the influence of the Romanian National Party; one by Constantin Stere, representing the views of the Peasants' Party; and a fourth by C. Berariu.

Se presentaron cuatro proyectos de Constitución: una por parte del Partido Nacional Liberal, escrito con la colaboración de su principal dirigente Ion I. C. Brătianu, otro redactado por Boilă en Cluj bajo la influencia del Partido Nacional Rumano, un tercero propuesto por Constantin Stere que representaba la postura del Partido Campesino; y un cuarto escrito por C. Berariu.
