واستجابةً لتحديات التنمية المستدامة في أفريقيا التي حُددت في الوثيقة الختامية لمؤتمر القمة العالمي لعام 2005، وخطة جوهانسبرغ للتنفيذ والإطار الاستراتيجي للاتحاد الأفريقي/الشراكة الجديدة، ستواصل استراتيجية هذا البرنامج الفرعي التشديد على السياسات والاستراتيجيات الهادفة إلى تحقيق التحول الزراعي الهيكلي والأمن الغذائي ضمن منظور التعاون والتكامل الإقليميين، مع التركيز بشكل خاص على الأرض والمياه والغابات، والصلات بين الريف والمدن، والمستوطنات البشرية وتغير المناخ.

In response to the sustainable development challenges in Africa identified in the 2005 World Summit Outcome, the Johannesburg Plan of Implementation and the African Union/NEPAD strategic framework, the strategy of the subprogramme will continue to emphasize policies and strategies for structural agricultural transformation and food security within a perspective of regional cooperation and integration, with a particular focus on land, water, forests, urban-rural linkages, human settlements and climate change.

En respuesta a los desafíos que plantea el desarrollo sostenible en África indicados en el Documento Final de la Cumbre Mundial 2005, el Plan de Aplicación de las Decisiones de Johannesburgo y el marco estratégico de la NEPAD y la Unión Africana, la estrategia del subprograma seguirá centrada especialmente en políticas y estrategias concebidas para lograr la transformación estructural de la agricultura y la seguridad alimentaria, en el marco de una perspectiva de cooperación e integración regional, con especial hincapié en las tierras, el agua, los bosques, los vínculos entre los entornos urbano y rural, los asentamientos humanos y el cambio climático.

Pour faire face aux défis du développement durable en Afrique, recensés dans le Document final du Sommet mondial de 2005, le Plan de mise en œuvre de Johannesburg et le cadre stratégique Union Africaine/NEPAD, le sous-programme continuera de mettre l’accent sur les politiques et stratégies de transformation structurelle de l’agriculture et sur la sécurité alimentaire dans une perspective de coopération et d’intégration régionales, avec une attention particulière portée aux ressources foncières, hydrauliques, forestières et bioénergétiques, aux liens entre milieu urbain et milieu rural, aux établissements humains et aux changements climatiques.

С учетом стоящих перед Африкой задач обеспечения устойчивого развития, которые были определены в Итоговом документе Всемирного саммита 2005 года, Йоханнесбургском плане выполнения решений и базовых элементах программы НЕПАД Африканского союза, в рамках стратегии осуществления этой подпрограммы будет по-прежнему делаться упор на политику и стратегии структурных преобразований в сельском хозяйстве и обеспечения продовольственной безопасности в плане регионального сотрудничества и интеграции с особым упором на вопросы земельных, водных и лесных ресурсов, связей между городскими и сельскими районами, населенных пунктов и изменения климата.
