يحصل الموظفون من فئة الخدمات العامة العاملون في مراكز عمل معينة، الذين يعينون من خارج البلد الذي يوجد فيه مركز العمل، أو الذين تلتزم الأمم المتحدة بإعادتهم إلى أوطانهم، على بدل اغتراب بشروط يحددها الأمين العام لمركز العمل، على ألا يدفع البدل بأي حال للموظف الذي يحمل جنسية بلد مركز العمل بالمعنى المقصود في القاعدة 104/8 أو للموظف حين يكون مستثنى من هذا الاستحقاق بموجب القاعدة 104/7.

Staff members in the General Service category serving at designated duty stations who have been recruited from outside the country in which the duty station is located or in respect of whom the United Nations assumes an obligation to repatriate shall receive a non‐resident’s allowance under conditions determined by the Secretary-General, provided that in no case shall the allowance be paid to a staff member whose nationality within the meaning of rule 104.8 is that of the country of the duty station or to a staff member while he or she is excluded under rule 104.7. Los funcionarios del cuadro de servicios generales que presten servicios en lugares de destino designados y que hayan sido contratados fuera del país donde se encuentra su lugar de destino, o a quienes la Organización tenga la obligación de repatriar, recibirán un subsidio de no residente en las condiciones que fijará el Secretario General; sin embargo, dicho subsidio no se pagará en ningún caso al funcionario cuya nacionalidad, en el sentido de la regla 104.8, sea la del país del lugar de destino ni al funcionario que no tenga derecho a recibirlo conforme a la regla 104.7.
