وبعد إكمال المشاورات مع المكاتب المعنية وممثلي موظفي فئة الخدمة الميدانية وإجراء ما قد يلزم من تحليل للاحتياجات في الميدان وحصر المهارات والكفاءات التي يتمتع بها الموظفون الميدانيون الحاليون، سيعد الأمين العام اقتراحا شاملا بشأن تشكيل وشروط خدمة فئة الخدمة الميدانية في المستقبل يقدم إلى الجمعية العامة، على غرار ما اقترحته أيضا وحدة التفتيش المشتركة
