وفيما يتعلق بتحديد الأدوار والمسؤوليات المنوطة بالمؤسسات الحكومية لحماية الطفل، تنص المادة 2 من المرسوم الصادر في 3 كانون الثاني/يناير 2013، المعدل لأنظمة التبني، على أن مديرية الخدمات الاجتماعية هي الهيئة الحكومية المختصة بحماية ورعاية الأطفال في حالات الخطر وعند التخلي عنهم، وأثناء الإجراءات التمهيدية للتبني، وفي التبني، مما زاد في تطوير أحكام قانون 21 آذار/مارس 1996 في هذا الصدد.

As to the identification of the roles and responsibilities of Government agencies for child protection, article 2 of the Decree of 3 January 2013, amending the regulations on adoption, provides that the Directorate for Social Services is the competent government body for the protection and care of children in situations of risk, abandonment, preadoption and adoption, further developing the provisions of the Act of 21 March 1996 in that regard.
