The Article 47 of the Constitution of India directs the State to regard the raising of the level of nutrition and the standard of living of its people and the improvement of public health as among its primary duties, and, in particular, to endeavour to bring about prohibition of consumption, except for medicinal purposes, of intoxicating drinks and drugs which are injurious to health.

ஓர் அரசின் முதன்மையான கடமை மக்களின் நுண்ணூட்டச் சத்து, வாழ்க்கைத் தரம் ஆகியவற்றை உயர்த்துவதும், பொது சுகாதாரத்தை மேம்படுத்துவதும் தான் என்று இந்திய அரசியலமைப்புச் சட்டத்தின் வழிகாட்டு விதிமுறைகளின் 47வது பிரிவில் கூறப்பட்டிருக்கும் போதிலும், தமிழக அரசு அதைச் செய்யாமல், அதற்கு நேர் எதிராக மது விற்பனை செய்வதில் தான் தீவிரம் காட்டி வருகிறது.
