يجوز للجنة، بصورة مباشرة أو عن طريق فريق عامل أو مقرر، في أي وقت بعد تلقي بلاغ ما وقبل التوصل إلى قرار بشأن أسسه الموضوعية، الرجوع حسب الاقتضاء إلى الوثائق ذات الصلة الصادرة عن هيئات الأمم المتحدة ووكالاتها المتخصصة وصناديقها وبرامجها وآلياتها، وإلى المنظمات الدولية الأخرى، بما يشمل المنظومات الإقليمية لحقوق الإنسان التي يمكن أن تساعد في دراسة البلاغ، على أن تُتيح اللجنة لكل طرف فرصة التعليق، في غضون مهلة مُحددة، على هذه الوثائق أو المعلومات المقدمة من أطراف ثالثة.

At any time after the receipt of a communication and before a determination on the merits has been reached, the Committee, or the Committee through a working group or a rapporteur, may consult, as appropriate, relevant documentation emanating from other United Nations bodies, specialized agencies, funds, programmes and mechanisms, and other international organizations, including from regional human rights systems that may assist in the examination of the communication, provided that the Committee shall afford each party an opportunity to comment on such third party documentation or information within fixed time limits.

En cualquier momento después de recibir una comunicación y antes de tomar una decisión sobre el fondo, el Comité, o el Comité por conducto de un grupo de trabajo o de un relator, podrá consultar, según proceda, la documentación pertinente de otros órganos, organismos especializados, fondos, programas y mecanismos de las Naciones Unidas y de otras organizaciones internacionales, incluidos los sistemas regionales de derechos humanos, que pueda contribuir al examen de la comunicación, a condición de que el Comité dé a cada una de las partes la oportunidad de formular observaciones sobre esa documentación o esa información procedente de terceros dentro de un plazo determinado.

Après réception d’une communication et avant de prendre une décision sur le fond, le Comité, ou le Comité par l’intermédiaire d’un groupe de travail ou d’un rapporteur, peut consulter, selon qu’il conviendra, la documentation pertinente émanant d’autres organes ou institutions spécialisées, fonds, programmes et mécanismes des Nations Unies et d’autres organisations internationales, y compris de systèmes régionaux des droits de l’homme, qui peut contribuer à l’examen de la communication, sous réserve que le Comité donne à chacune des parties la possibilité de formuler des observations sur ladite documentation ou information, dans un délai fixé.

В любой момент после получения сообщения и до вынесения определения по его существу Комитет либо Комитет через рабочую группу или докладчика может, в надлежащих случаях, принимать к сведению соответствующие материалы других органов, специализированных учреждений, фондов, программ и механизмов Организации Объединенных Наций и других международных организаций, включая региональные системы защиты прав человека, которые могут оказать содействие в рассмотрении данного сообщения, при условии что Комитет предоставляет каждой стороне возможность высказать в течение установленного срока свои замечания в отношении такой документации или информации третьей стороны.
