Based on the report of the auditor appointed by the International Advisory and Monitoring Board for Iraq of # eptember # disclosed in note # (d) to the financial statements that “the audit reports showed weaknesses in the internal control systems such that it was not possible to determine the shortfall in revenues owing to the absence of a fully operational metering system and continued sabotage of the pipelines”
