يتعين على المجتمع الدولي أن يستجيب بصورة فعالة لتوصية فريق الشخصيات البارزة المستقل المنبثق عن منظمة الوحدة الأفريقية بضرورة مثول جميع القيادات المسؤولة عن جريمة الإبادة الجماعية أمام القضاء في اقرب وقت ممكن، وبأن تقوم جميع البلدان إما بمبادلة القيادات التي تأويها والمتهمة بارتكاب جريمة الإبادة الجماعية أو محاكمتها في المنفى بموجب الالتزامات التي تمليها عليها اتفاقية منع جريمة الإبادة الجماعية والمعاقبة عليها (التوصية 8).

The international community should respond effectively to the recommendation of the OAU Independent Panel of Eminent Personalities that all leaders of the genocide be brought to trial with utmost speed and that all countries either extradite accused genocide leaders they are harbouring or try them in exile on the basis of obligations imposed by the Convention on the Prevention and Punishment of the Crime of Genocide (recommendation 8).

La comunidad internacional debe responder de manera eficaz a las recomendaciones del Grupo Independiente de Personalidades Eminentes de la OUA en el sentido de que se debe enjuiciar lo más rápidamente posible a todos los dirigentes acusados de genocidio y que todos los países deben o bien extraditar a los dirigentes acusados de genocidio que estén albergando o bien enjuiciarlos en el exilio, con fundamento en las obligaciones que les incumben en virtud de la Convención Internacional para la Prevención y la Sanción del Delito de Genocidio (recomendación 8).

La communauté internationale devrait donner effectivement suite à la recommandation du Groupe international de personnalités éminentes de l’OUA tendant à ce que tous les organisateurs du génocide soient jugés le plus rapidement possible et à ce que tous les pays, soit procèdent à l’extradition de ceux qui se trouvent sur leur territoire, soit les jugent sur la base des obligations que leur impose la Convention pour la prévention et la répression du crime de génocide (recommandation 8).

Международному сообществу следует принять эффективные меры в связи с рекомендацией Ммеждународной группы видных деятелей ОАЕ, согласно которой необходимо как можно скорее предать суду всех организаторов геноцида, а всем странам либо выдать скрывающихся у них организаторов геноцида, которым предъявлены обвинения, либо судить их на месте в соответствии с обязательствами, налагаемыми Конвенцией о предупреждении преступления геноцида и наказании за него (рекомендация 8).
