وتبيَّن للمكتب أن الأخذ باللامركزية في خطة إعانة الإيجار واقتطاعه أسفرت عن ضوابط داخلية غير كافية على مستوى الميدان لم تفرض بشكل منظَّم تقديم طلبات سنوية جديدة، أو أبقت اقتطاعات الإيجار عالقة لفترات طويلة.

OIOS found that the decentralization of the rental subsidy and deduction scheme had resulted in inadequate internal controls at the field level with annual reapplications not systematically pursued or rental deductions left outstanding for extended periods.
