وبعكس مفهوم الأمن الوطني القديم من حيث ربطه بمصالح دولة الأمة الواحدة - مما جعل مسؤولية الدولة مقتصرة على حماية مواطنيها هي في وجه الحالات الاستثنائية مثل الانتهاكات الجسيمة لحقوق الإنسان وللحق في التمتع بالحقوق والحريات الأساسية - فإن الأمن البشري أصبح الآن مفهوما أوسع وأكثر شمولا يقرن أمن الفرد والأمن الجماعي بكل الحقوق التي يملكها المخلوق البشري.

Contrary to the outdated concept of national security as linked to the interests of the nation-State — which consequently limited the responsibility of the State to protect its own citizens in the face of extreme situations such as serious violations of human rights and of the right to enjoy fundamental rights and freedoms — human security is now becoming a much broader, more comprehensive concept that associates individual and collective security with all rights inherent to the human being.

En contraposición al concepto ya superado de la seguridad nacional, vinculado a los intereses del Estado-nación, y que, en consecuencia, ha limitado la responsabilidad estatal de proteger a sus ciudadanos ante situaciones extremas, como las violaciones graves de derechos humanos y del goce de los derechos y libertades fundamentales, la seguridad humana surge como un concepto más amplio e integral, que asocia la seguridad individual y colectiva a todos los derechos inherentes al ser humano.
