The plan for using humanitarian assistance provided by the Kingdom of Norway for the destruction of anti-personnel blast mines, in compliance with Ukraine’s obligations under article 4 of the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction, provides for the procurement of special equipment. The plan also includes providing the Pavlograd Chemical Plant incinerator with a system for cooling and disposing of the heat generated during the thermal decontamination of the combustion products of anti-personnel blast mines; ceramic filters with powder feeders for dry scrubbing the by-products of toxic agents; an automation and control system with monitoring and measuring devices; equipment for conducting rapid testing of emissions toxicity content; and a video monitoring and fire detection system.

De conformidad con el plan para la utilización de la ayuda humanitaria prestada por el Reino de Noruega con el objetivo de facilitar el proceso de destrucción de minas antipersonal en virtud de las obligaciones contraídas por Ucrania con arreglo al artículo 4 de la Convención de Ottawa, se prevé adquirir equipo especializado e instalar en el incinerador de la Planta Química de Pavlograd una línea de enfriamiento y eliminación del calor generado por la neutralización en caliente de las emisiones producidas por la destrucción de minas PFM; equipo para el tratamiento en seco de las emisiones de sustancias nocivas por medio de filtros cerámicos en conjunción con un alimentador de polvo; un sistema de instrumentos de control y medición y automatizado de dirección, y equipo para el control rápido del contenido de las emisiones de sustancias nocivas, telecontrol y detección de incendios.

В соответствии с Планом использования гуманитарной помощи Королевства Норвегия с целью обеспечения процесса утилизации противопехотных мин в рамках обязательств Украины по статье 4 Конвенции о запрете на использование, накопление запасов, производства и передачи противопехотных мин и про их уничтожение предусмотрено осуществить закупку специального оборудования и оборудовать печь термической обработки на ГП НПО «Павлоградский химический завод» линией охлаждения и утилизации тепла от огневого обезвреживания продуктов сгорания мин типа ПФМ, оборудованием для сухой очистки выбросов вредных веществ с использованием керамических фильтров в комплекте с порошковым питателем, системой контрольно-измерительных приборов, автоматизации и управления, оборудованием для экспресс контроля за содержанием выбросов вредных веществ, видеоконтроля и обнаружения пожаров.
