وفي 24 آذار/ مارس 1987، أصدر العميد، قائد إدارة شرطة العاصمة بوغوتا، بصفته قاضياً من قضاة الدرجة الأولى، حُكماً ذكر فيه عدم وجود أسباب كافية لمحاكمة ملازم أول وضابطي صف وضابطي شرطة أمام محكمة عسكرية فيما يتصل بعمليات القتل هذه.

On 24 March 1987, the Brigadier General, commander of the Bogotá Metropolitan Police Department, acting as a judge of first instance, rendered a judgment in which he stated that there was insufficient cause for court-martialling a first lieutenant, two non-commissioned officers and two police officers in connection with the killings.
