وكان من أولى الأعمال التي قامت بها إدارة ترامب أمر وقعه رئيس الأركان ريينس بريبوس في 20 يناير تحت موضوع "تجميد تنظيمي في انتظار المراجعة" إلى جميع رؤساء الإدارات التنفيذية والوكالات حيث أمر الوكالات بالتعليق الفوري لجميع اللوائح المعلقة و "عدم إرسال أي تنظيم" إلى مكتب الإعلام والشؤون التنظيمية حتى تتمكن إدارة ترامب من مراجعتها باستثناء "حالات الطوارئ" أو "الظروف العاجلة" التي يسمح بها المدير مارك ساندي، من مكتب الإدارة والميزانية.

One of the first acts by the Trump administration was an order signed by Chief of Staff Reince Priebus on January 20, under the subject "Regulatory Freeze Pending Review" to all Heads of Executive Departments and Agencies ordering agencies to immediately suspend all pending regulations and to "send no regulation" to the Office of Information and Regulatory Affairs (OFR) until the Trump administration can review them except for "emergency situations" or "urgent circumstances" allowed by the Director or Acting Director, Mark Sandy, of the Office of Management and Budget (OMB).
