Do you accept that if west Wales and the Valleys -- the poorest parts of Wales -- are to fully exploit this one-off opportunity , full match funding over and above the Barnett block grant is needed for the whole of the Objective 1 programme ? Do you accept that there is a strong case for an above average quota in the early years in order to kick start the programme and to ensure that we do not end up with a failure similar to that that other parts of the United Kingdom have experienced in the past ? Do you acknowledge the seriousness with which the Welsh electorate , Welsh business , and above all and for your own sake , Assembly Members take this issue ?
