In order to avoid victor's justice, no side was exempt from appearing before the commission, which heard reports of human rights violations and considered amnesty applications from all sides, from the apartheid state to the liberation forces including the African National Congress.

Pour éviter toute partialité ou « justice du vainqueur », la commission a entendu toutes les parties, sans exception. Elle a pris connaissance de rapports sur les violations des droits de l’homme et étudié les différentes demandes d’amnistie, émanant aussi bien du régime d'apartheid et des forces libératrices que du Congrès national africain.
