The mid-term report for the United Nations Literacy Decade (UNLD)3 which was submitted to the United Nations General Assembly in October 2008, served as the basis for a publication entitled The Global Literacy Challenge.4 As the report points out, Literacy for All, which is the vision of literacy put forward in this report, is a difficult objective to realize, not merely because of the difficulty inherent in the acquisition of language skills, but also because the challenge is complicated by powerful socio-economic and political constraints that constitute limiting factors in the development of literacy efforts.

El informe de mediados del Decenio 3 presentado a la Asamblea General de las Naciones Unidas en octubre del 2008, ha sido la base para la publicación titulada: «El Desafío Global de la Alfabetización». 4 En él se plantea que la alfabetización es «Alfabetización para Todos», que –según el informe– es un objetivo difícil de alcanzar, porque ni es tan sencilla la adquisición de habilidades lingüísticas ni el abordaje de los poderosos factores socioeconómicos y políticos que limitan el desarrollo de esfuerzos de diverso tipo.
