وقد أفاد الطرف كذلك أنه حد من إجمالي كمية المواد المستنفدة للأوزون التي يمكن إنتاجها من أجل الحاجات المحلية الأساسية لكل سنة تقويمية، بدون اشتراط أن يتم تصديرها فعلياً خلال تلك السنة على أساس أن هذا الاشتراط قد يكون مقيداً بشكل مفرط للتبادل التجاري.

The Party further advised that it limited the total amount of ozone-depleting substances that could be produced for basic domestic needs for each calendar year, without requiring that they actually be exported during that year, on the grounds that such a requirement would be overly restrictive of commercial trade.
