These allow you to take control of either the shutter speed or aperture, not both at the same time. The camera will still try and take a good photo by using the setting you aren't controlling to compensate. For example if you use the shutter priority mode, and change the shutter speed to 1/2000th, the aperture will become wider so the photo isn't under exposed.
