Mr. Nolte (Special Rapporteur) said he agreed with the idea of making a distinction between the Commission and States on the one hand and the International Law Association and the authors on the other, and also with the proposal to list States first; however, he rejected the proposal for the insertion of the words “but also”, suggesting instead the insertion of the words “and also”.
