ويحق له اقتراح تشريعات لتعديل الدستور؛ وهو يشارك في العملية التشريعية عن طريق سن مشاريع القوانين؛ كما يشارك في عملية تشكيل الحكومة؛ ويجوز له إبرام اتفاقات دولية باسم الدولة بعد التشاور مع مجلس الوزراء؛ وهو يقبل أوراق اعتماد الممثلين الدبلوماسيين الأجانب في البلد وخطابات استدعائهم؛ وهو القائد الأعلى للقوات المسلحة في أيام السلم والحرب، وهو الذي يعلن حالة الحرب في حالة حدوث هجوم مسلح على البلد إذا لم تكن الجمعية الوطنية منعقدة.

He has the right to initiate legislation to amend the Constitution; participates in the legislative process by promulgating Laws; participates in the procedure for forming a Government; may conclude international agreements on behalf of the state after consultation with the Council of Ministers; accepts the credentials and letters of recall of foreign diplomatic representatives in the country; he is the Commander-in-Chief of the armed forces in peace and in war and declares a state of war in the event of an armed attack against the country, when the National Assembly is not in session.
