The Union and the Member States, having in mind fundamental social rights such as those set out in the European Social Charter signed at Turin on 18 October 1961 and in the 1989 Community Charter of the Fundamental Social Rights of Workers, shall have as their objectives the promotion of employment, improved living and working conditions, so as to make possible their harmonisation while the improvement is being maintained, proper social protection, dialogue between management and labour, the development of human resources with a view to lasting high employment and the combating of exclusion.

La Unión y los Estados miembros, teniendo presentes derechos sociales fundamentales como los enunciados en la Carta Social Europea, firmada en Turín el 18 de octubre de 1961, y en la Carta comunitaria de los derechos sociales fundamentales de los trabajadores, de 1989, tendrán como objetivo el fomento del empleo, la mejora de las condiciones de vida y de trabajo para hacer posible su equiparación por la vía del progreso, una protección social adecuada, el diálogo social, el desarrollo de los recursos humanos para conseguir un nivel de empleo elevado y duradero, y la lucha contra las exclusiones.

LUnion et les États membres, conscients des droits sociaux fondamentaux, tels que ceux énoncés dans la Charte sociale européenne signée à Turin le 18 octobre 1961 et dans la Charte communautaire des droits sociaux fondamentaux des travailleurs de 1989, ont pour objectifs la promotion de lemploi, lamélioration des conditions de vie et de travail, permettant leur égalisation dans le progrès, une protection sociale adéquate, le dialogue social, le développement des ressources humaines permettant un niveau demploi élevé et durable, et la lutte contre les exclusions.

Unia i Państwa Członkowskie, świadome podstawowych praw socjalnych wyrażonych w Europejskiej Karcie Społecznej, podpisanej w Turynie 18 października 1961 roku oraz we Wspólnotowej Karcie Socjalnych Praw Podstawowych Pracowników z 1989 roku, mają na celu promowanie zatrudnienia, poprawę warunków życia i pracy, tak aby umożliwić ich wyrównanie z jednoczesnym zachowaniem postępu, odpowiednią ochronę socjalną, dialog między partnerami społecznymi, rozwój zasobów ludzkich pozwalający podnosić i utrzymać poziom zatrudnienia oraz przeciwdziałanie wyłączeniu.
