وقالت المفوضية إن اللاجئين وملتمسي اللجوء الذين يحملون وثائق عادة ما يواجهون صعوبات في الحصول على الخدمات العامة وخدمات التوظيف بسبب سوء نوعية الوثائق المستلمة، التي تتيح أيضاً تزوير بطاقات اللاجئين وشهادات ملتمسي اللجوء(122).

UNHCR stated that documented refugees and asylum seekers often experienced difficulties in accessing public services and employment because of the poor quality of the documentation they received, which also enabled falsification of refugee cards and asylum seeker certificates.
