لقد أتيحت لوفد بلادي من قبل فرصة الاستشهاد هنا في هذا المحفل بالمؤلف الذي اشترك في كتابته العالمان الحائزان على جائزة نوبل في الفيزياء، وهما الفرنسي جورج شارباك والأمريكي ريتشارد غاروين، المعنون "السراب والحريق النووي"، الذي أثبتا فيه كيف يمكن خفض الترسانات النووية بحد أدنى من التكلفة والإبقاء على مستويات تسليح رادعة مع إيلاء الاعتبار الواجب في الوقت نفسه للمقتضيات الأمنية للدول الحائزة للأسلحة النووية.

My delegation has already had the occasion to quote, here in this forum, the work written jointly by the Nobel prize-winners for physics, the Frenchman, Georges Charpak and the American, Richard Garwin, entitled Will-o’-the-Wisps and Nuclear Mushrooms, in which they show how nuclear arsenals can be reduced at minimum cost and deterrence levels maintained, taking due account of the security imperatives of the nuclear-weapon States.
