ومن شأن إنشاء هذه المنظمة الإقليمية لإدارة مصائد الأسماك أن يسد الثغرة الموجودة في إدارة منطقة شاسعة من أعالي البحار تمتد من الطرف الشرقي للمنطقة الجنوبية من المحيط الهندي عبر بحر تسمانيا والمحيط الهادئ إلى أعالي البحار المتاخمة للمنطقة التي تخضع للولاية الوطنية لدول أمريكا الجنوبية، التي لا تخضع فيها مصائد الأسماك الخاصة بأرصدة سمكية معينة متداخلة المناطق، وأرصدة سمكية متفردة في أعالي البحار، مثل السمك الخشن البرتقالي، والحبار، والماكريل، إلا لرقابة ضئيلة أو لا تخضع لأي رقابة على الإطلاق.

Establishment of the RFMO would address a governance gap in a wide area of high seas from the eastern edge of the southern Indian Ocean, across the Tasman Sea and the Pacific Ocean to the high-seas areas adjacent to the areas under national jurisdiction of South American States, where fisheries for certain straddling fish stocks and discrete high-seas fish stocks, including orange roughy, squid and mackerel, have been subject to little or no control at all.

Con el establecimiento de esa organización regional de ordenación pesquera se resolvería una laguna existente en la gobernanza de una amplia zona de alta mar que va desde el extremo oriental del Océano Índico meridional, pasando por el Mar de Tasmania y el Océano Pacífico, hasta las áreas de alta mar adyacentes a las zonas que se hallan bajo la jurisdicción nacional de los Estados de América del Sur, donde la pesca de poblaciones de peces transzonales y de ciertas poblaciones de peces diferenciadas de alta mar, entre ellos el reloj anaranjado, el calamar y la caballa, se ha sometido a escasos controles o incluso ninguno en absoluto.
