Selon DOT&E, le laboratoire doit être capable de créer, tester et optimiser rapidement les MDL et de vérifier leur fonctionnalité dans des conditions de contraintes représentatives des scénarios réels, afin d’assurer le bon fonctionnement des systèmes de mission F-35 et l’efficacité opérationnelle de l’avion à la fois au combat et pendant l’IOT&E du F-35 chargé avec le bloc 3F.
